【内容提要】
     在辛亥年间的这场巨大的社会变革中，斗争双方看似只有革命党与清廷，事实上却复杂得多。人们往往说袁氏窃国，恰恰是忽略了袁世凯或是其他政治力量的客观存在。在当时复杂的社会环境中，正是由于袁世凯的存在才使得清政府、革命党、立宪派、帝国主义之间达到了一种平衡,推翻清王朝之事功才得以顺利达成，资产阶级民主共和制度才得以形式上在全国范围内确立。本文即就袁世凯在推翻帝制和民初建设中所起到的作用作一点探讨。

     This huge society transforms in Xinhai year, struggles both sides to look resembles only then the revolutionary party and the Qing government, in fact actually is much more complex. The people often said Yuan Shikai usurps state power, has neglected Yuan Shikai perhaps other political power objective existence exactly. In the complex social environmentat that time, it was precisely because Yuan Shikai's existence only then caused the Qing government, the revolutionary party, Constitutionalism Faction, between the imperialism to achieve a kind of balance, overthrows matter of merit the Qing Dynasty only then to be able to achieve smoothly, the bourgeois democracy republican system only then can in the form be established in the nationwide scale. This article namely discussion Yuan Shikai in overthrows the monarchy and initial constructs of the democracy republic.

      中国大陆是袁世凯研究的重心，然而一度在机械、片面的思想指导下，对袁世凯的研究常常成了政治清算，袁世凯成了叛徒、卖国贼、复辟倒退的代名词。1978年以来，大陆对袁世凯的研究出现了新的迹象，表明人们在努力还袁世凯以真面目，但史学界对袁持否定态度仍占优势，港台情况也类似。相比之下，国外的研究则突破了人物研究的传统格局，并对其进行重新评价。[1]反观历史，袁世凯并不是辛亥革命的不速之客，他对于推翻清王朝和民初建设也起到了一定的积极作用。
