【内容提要】
    本文先提出流动人口选举权的存在的问题，并就问题本身作简要的分析。然后分别从户籍制度、选举本身及其流动人口自身主客观两方面对流动人口选举权问题进行原因分析。最后针对分析出的原因探索解决流动人口选举权实现的方法和途径。

Abstract
    In this paper, we firstly raise the present situation and problems of floating population, and make a brief analysis to these problems. Then we analyze the problem that the right to vote of floating population can not be realized from both objective and subjective aspects: household register system, voting itself and floating population themselves. In the end, we probe the way to solve the problem from the reason after our analysis.

    随着我国政治、经济、文化等各项事业的持续快速发展，人口流动规模不断扩大，流动人口数量也不断增加。根据国家统计局全国百分之一抽样调查数据到2005年末，我国人口13.0756亿，其中流动人口1.4735亿。如何落实流动人口的选举权和被选举权，已成为地方各级人大常委会及其社会各界必须关注和解决的问题。
