摘  要
    文章首先介绍了中小企业的基本概念、发展现状、存在的作用和意义等，分析了我国中小企业目前面临的困境，从总体上把握中小企业目前的生存环境和发展机遇。其次文章重点研究了中小企业的战略特征、发展战略的模式选择、影响中小企业战略的主要因素等.通过实例分析了中小企业发展战略定位的几种模式，介绍了中小企业如何选择相应的适合自身特点的战略模式。最后探讨了中小企业发展战略的实现的保障因素，主要从政府加大扶持力度、建立完善的资金融通体系和社会化服务体系、加强中小企业的管理创新等方面为中小企业战略目标的实现提供支持和保障，成为中小企业顺利发展的必要条件。
    我国经济已经进入一个新的发展阶段，中小企业的生存和发展环境越来越宽松，必定会在我国经济总量中发挥不可忽视的作用。

ABSTRACT
    Firstly, this passage has introduced the basic concept, the development statement, the effect and the significance of the existence of the small and medium-sized enterprise; analyzed the difficult facing to the small and medium-sized enterprise in China; grasped the exist environment and the development opportunity of the small and medium-sized enterprise. Secondly, this passage has investigated the tactic features, the pattern selection of the development strategy, the main factors of influence. Furthermore, this passage has used some real examples to analyaze several models and introduce how the small and medium-sized enterprise choose their own models.Finally,this passage has investigated the factors through the power of the government, perfect funds-financing-system and the management style to support the realization of the small and medium-sized enterprise.The economic in China has entered a new development stage.The environment of existence and development will be more loose, and it must play an important role in our economic in the future.

绪论:
    加入WTO为我国的中小企业发展带来了前所未有的机遇，并且随着我国经济的转型，中小企业的发展问题成为我国经济发展过程中日益值得关注的重要内容。中小企业在我国经济和社会发展中发挥着十分重要的作用，不仅促进我国经济的发展和经济活力的增强，而且为我国解决就业问题做出了重要的贡献。
    中小企业是国民经济中一支重要而活跃和力量，在世界各国的经济发展中都起着不可替代的作用。然而，在目前的中国，对中小企业发展的认识还没有提升到战略的高度。在实践中，甚至还存在着轻视或歧视中小企业发展的问题。所以，提出“必须从战略的高度重视中小企业的发展”，这是因为：(1)中小企业具有顽强的生命力，不管人们是重视它还是轻视它，也不管人们给予它什么样的发展环境，作为一个整体，它都能坚韧地存在和发展着；(2)中小企业的发展在中国这样人口众多的发展中国家具有特别重要的意义，它的发展将极大促进中国长期发展目标的实现问题的解决和“科教兴国”战略的实施；(3)由于中小企业创造着国民生产总值新增长部分中的大部分份额，提供着绝大部分的就业机会，中小企业的发展关系着每年8%的增长能否确保，关系着有企业改革和政府机构调整能否顺利推进；(4)在宏观经济环境发生变化的情况下，中小企业的发展面临着新的矛盾和问题。如果这些矛盾和问题能够得到妥善的解决，中小企业将对我国的经济发展和社会进步做出更大的贡献。
