摘 要
    城乡道路运输一体化是城乡一体化的基础。针对我国中心城市城乡客运交通系统地二元化管理、建设体制，在借鉴国外大城市道路客运发展经验的基础上，把城乡道路客运作为一个统一的整体，系统的研究了目前我国大城市城乡道路客运一体化发展中存在的一系列问题。阐述了    城乡道路客运一体化的基本内涵、特点与发展意义、发展的客观必然性和具体实施措施等。
1.在分析我国中心城市城乡道路客运的现状及存在问题的基础上，借鉴国外大城市道路客运发展的经验，指出了我国城乡道路客运的发展趋势，提出了在处理城乡道路客运的关系时，应该建立大交通体制并用一体化发展理论来解决城乡客运方式的协作、协调和协同。
2.针对我国目前城乡道路基础设施薄弱、交通规划欠缺统一协调性、管理机构重叠和政出多门等问题，提出了城乡道路客运一体化发展的模式和发展的目标：基础设施一体化、交通规划一体化、管理主体一体化，将场站建设、路线规划、管理体制等有机结合成为一体，最终达到方便城乡居民出行、促进社会经济发展的目的。
3.结合我国道路客运的实际提出了实现城乡道路客运一体化发展的政策措施，重点应构筑一体化的管理体制，加强农村客运的建设、规划与管理。

Abstract
      The integration of urban and rural transportation is the foundation of realizing the integration of urban and rural areas. In the light of the overlapping management and construction of the passenger transportation system of urban and rural areas in our major cities, the paper discusses a series of problems in the course of the integration in passenger transportation of urban and rural areas in our major cities on the basis of learning from foreign experience, regarding the passenger transportation of urban and rural areas as a whole. The author elaborates the basic connotation and characteristics of the integration in passenger transportation of urban and rural areas, the significance and inevitability of its development and the specific measures of its implementation.
1. On the basis of analyzing the status quo of passenger transportation in our major cities and learning from the experience of passenger transportation development in overseas major cities, the writer points out the trend of the development of our passenger transport. The writer argues that when handling the relations of passenger transport in urban and rural areas, we should reach a cooperation and coordination of the means of passenger transport in the two areas through establishing a unified transportation system and applying the theory of integration development.
2. Through an analysis of the problems in our city road – its frail infrastructure, uncoordinated traffic plan, overlapping administration and complex policies, the author puts forward the pattern of the integration of passenger transportation in urban and rural areas, which is an organic unification of station construction, route plan, management system and etc. to realize the integration in infrastructure, traffic plan and administration. All in all, the ultimate goal is to facilitate urban and rural residents going out and to promote the social economic development.
3. The last part of the paper suggests a series of policy measures to realize the integration of passenger transportation in urban and rural areas considering our current conditions. The writer emphasizes that we should establish a unified administration system and strengthen the construction , plan and management of rural passenger transportation.
