摘   要
    旅游公路是一种以促进地区旅游业发展为主要目的，同时为当地居民提供便利的交通环境具有特定行业功能的公路。旅游公路网的规划方法继承了公路网规划的基本方法，但由于它与一般公路网存在功能上的差异，因此旅游公路网除具有一般公路网的特点外，还具有自身的特征。目前我国对旅游公路网的规划都只注重连接两景点之间的道路规划设计，缺乏系统协调性，不能充分体现旅游路网服务旅游业的功能。为实现旅游业的可持续发展，必须对旅游公路网进行更深入的分析，找出适合其规划的方法，更好促进旅游经济的发展。
    针对旅游公路的发展特点，本文从交通规划基本理论出发，用系统分析的方法，探讨与我国旅游业发展相适应的公路网的规划理论。其中对旅游交通需求发展预测、区域旅游公路网规划和方案评价指标体系三部分进行了重点论述。在方案设计中提出对旅游公路网进行层次划分并分别对各层次旅游公路规划设计的思想，以更好地对各层次旅游公路进行协调组织，达到系统最优。最后对上述理论和方法的可行性进行了验证。实践证明，该理论与方法对于促进我国旅游公路网的发展具有较好的效果。

Abstract
     With the specific trade function, Tourist highway is a kind highway which regards bringing about an advance in tourist industry of one area as its main purpose. It also offers the convenient traffic environment to local at the same time. The method of planning for the tourist highway network has adopted the basic method of the highway network, but because of the differences existing functionally in it and general highway network, the tourist highway still has its own characteristics besides the ones are the same with general network. At present, our country only pays attention to the planning and design of the roads which join two sights. It leads to the lacking of systematic harmony and can't fully reflect the function of the road network serving for the tourist industry. For the sake of realizing the sustainable development of tourist industry, deeper analysis to the tourist highway network must be carried on. Finding out methods of planning which is suitable for the situation is very important for promoting the development of tourist economy. 
     In accordance with the characteristic of the tourist highway’s development, this thesis proceeds from basic theories of traffic planning and probes into the planning theory of the highway network in conformity with development of tourist industry of our country by way of network analysis. Among them three parts has been analyzed especially. They are development predict, design of the planning and comprehensive appraisal of the scheme. In the design part, The thought which tourist highway network should be divided into levels and each level is to be carried on separately is put forward. It will benefit and coordinate the organization to every level tourist highway better, making the system reach optimum. Finally above-mentioned theories and feasibility of the method have been proved. It is concluded that this theory and method have better results in promoting the development of tourist highway network of our country.
